SPS PERFORMANCE MEASURES AND KEY TARGETS 1996-97
MEASURE TARGET RESULT INSPECTORATE COMMENTS
The number of prisoners unlawfully at large. (a) No ‘A’ Category prisoner should escape. NONE
(b) The number of escapes by ‘B’ Category prisoners should not exceed 2 per 1,000 prisoners -ie no more than 12. 6
(c) The number of escapes by 'C' Category prisoners should be no higher than 2.5 per 1,000 prisoners - ie no more than 15. 2
The number of serious assaults on staff and prisoners. (a) The number of serious assaults on staff should not exceed 3 per 1,000 - ie no more than 14. 14 Any serious assault on staff is unacceptable.
(b) The number of serious assaults on prisoners by prisoners should not exceed 10 per 1,000 prisoners - ie no more than 60. 127 These figures are of great concern.
Opportunities for prisoner self development. To ensure that 400 prisoners have completed a cognitive skills programme and 100 prisoners have completed a sex offender programme during 1996-97. 381and 67 respectively




Average cost per prisoner place. To keep costs within £27,392 per place available for use. £26,744
Levels of staff sickness. To reduce the average number of days lost per person per year through staff sickness to 16. 16 We believe a figure of 14 days might be attainable in future.
NB. We were greatly disappointed to note that performance measures for unconvicted/remand prisoners had been dropped from the 1996-97 list. Not only should these individuals be targeted for the best of conditions, they also represent more than a fifth of the daily population.
