Special Educational Needs in Scotland

Our vision is of a modern educational system which aims to deliver higher standards and improved quality of educational provision for all. I attach particular priority to ensuring that these objectives are met for children and young people with special educational needs.
 
Meeting their particular expectations and aspirations involves effective partnership between all those working with them. To build effective partnerships, we must recognise and foster the direct knowledge and experience of parents, pupils and staff; acknowledge and enhance the expertise of the professional and voluntary sectors; and ensure that Government, local authorities and schools have clear and consistent policies for special educational needs.
 
I wish to ensure the widest possible discussion of how best we should approach these important issues and how these aims can be achieved. The Discussion Paper is published to initiate and stimulate a debate.
