Special Educational Needs in Scotland

1.   This paper invites views on a number of areas relevant to the provision of education for children with special educational needs. It does not however provide a definitive view of all aspects of special educational needs provision, but addresses a number of areas of particular concern which have been the subject of recent representation to Ministers and the Department. The paper concentrates on the needs of children of school age and young people within the school setting although reference is made to pre-school and post school developments where appropriate.
 
2.   This paper invites views on how the existing arrangements can be improved and made more responsive to the needs of children and young persons with special educational needs and their families. A number of key questions are asked. All those with an interest in special educational needs are invited to comment on these questions – but comments on other issues not directly raised in this paper will also be welcome.

3.   Responses to this discussion paper should be sent no later than Friday 7th August 1998 to Special Educational Needs Discussion Paper, Special Educational Needs Policy Unit, The Scottish Office Education and Industry Department, Victoria Quay, Edinburgh, EH6 6QQ.
 
4.   In order to help informed debate on the questions covered by the paper, the Department intends to follow its normal practice of making responses received available to the public, on request, by placing copies in The Scottish Office Library. The Department will assume, therefore, that responses can be made publicly available in this way. If respondents indicate that they wish all, or part, of their reply to be excluded from this arrangement, their confidentiality will be strictly respected.
