Leadership and Capability |
| 24. The regeneration of the NHS in Scotland,
as outlined in the White Paper, demands resources and leadership to tackle the new agenda.
Fundamental to delivering these changes is the construction of a development strategy
which will enhance the leadership of the Service and develop peoples performance
through teamwork. |
25. There is a need to provide support for
the development of new organisations as outlined in the White Paper and for the
individuals who will lead these changes. Specifically we will put in place support for the
following:
- Primary Care Development;
- reconfiguration of Acute Trusts;
- identification of, and development for, future leaders of the Service;
- development of clinical governance throughout the NHS in Scotland;
- a career management framework which assists local organisations to integrate the
leadership framework into local HR Strategies;
- development for Trust Boards and Health Boards;
- development of HIPs at Health Board level and the development of multi-agency
partnership working;
- management Development Programmes for line managers.

| 26. The development strategy will support and
underpin the changes set out in the White Paper and will assist in changing the culture of
the Service from one of competition to one of integration, co-operation and partnership. |
| 27. We need to continue to learn from best
practice and share this across the Service. We will continue to invest in research and
development in determining organisational capability. |
28. To support the implementation of the
White Paper and the HR Strategy, a steering group was established to identify the
development task facing the NHS in Scotland over the next 3-5 years, and to consider the
options for central strategic support. The groups report will be considered by the
ME Board, including two options to fulfil this new requirement, and the impact of the
proposals on the existing Development Group.
