| Introduction by the Chief Executive, NHS in Scotland |

| The White Paper creates many challenges for us. It sets an Agenda requiring continuous and effective improvement underpinned by new ways of working, with an emphasis on performance and effectiveness. As Chief Executive, my role is to help define the workforce issues facing the Service, set the direction of travel and ensure that we move forward smoothly and purposefully.

| In managing our people we need to recognise that the NHS in Scotland is no longer a single employer but a complex and diverse group of organisations which are subject to many influences. This Strategy is not about creating structures or committees but is about working differently to get things done. The HR Strategy is intended to provide a practical and meaningful way to support people in delivering the objectives of the Health Service. It is about releasing potential in a sustained effort to develop a workforce which is well trained, well motivated, healthy, and has equal opportunities. |
| Implementation of the HR Strategy involves everyone. It is not simply an issue for HR specialists. It is an essential part of the responsibilities of Chairmen and Chief Executives. Implementation has to be planned and supported in an effective way so that all concerned - everyone working in the Service - can play their part in turning this plan into reality. |
