15. POINTS OF NOTE

15.1 Issues to be considered by SPS HQ.

15.1.1 Some measures should be found to avoid secondary dispensing by nursing staff (paragraph 8.17).

15.2 Issues to be taken up with the Governor on subsequent visits by the Inspectorate.

15.2.1 Consideration should be given to effecting a number of improvements to the routine as listed (paragraph 3.32).

15.2.2 There should be a regular weekly drug rehabilitation and education programme with individual counselling also being made available (paragraph 5.12).

15.2.3 Detoxification arrangements ought to be far better co-ordinated (paragraph 5.13).

15.2.4 Mandatory drug testing should be restored as soon as possible (paragraph 5.14).

15.2.5 Remands should be encouraged to re-establish lost family contacts and the Social Work Unit should consider providing some form of alternative support where family ties have irretrievably broken down (paragraph 5.19).

15.2.6 The Institution should be provided with some form of day care facility (paragraphs 5.20 and 8.22).

15.2.7 A policy for adult prisoners is required (paragraph 6.23).

15.2.8 A Personal Officer scheme should be introduced for the remands (paragraph 6.28).

15.2.9 The PE programme and staffing requirements for the weekends should be reviewed to ensure a consistency in provision (paragraph 6.36).

15.2.10 There should be a review of the existing sessional system for providing education to ensure consistency and fairness between the Halls as well as prioritisation based on need and consideration should also be given to the provision of an evening programme (paragraph 6.45).

15.2.11 A clear policy should be set out on the role of groupwork within the Institution (paragraph 6.49).

15.2.12 Consideration should be given to the creation of a dedicated part-time clerical post for the Social Work Unit (paragraph 6.50).

15.2.13 The Social Work Unit should be given a clear direction on policy so that service delivery can be aligned more closely to the development of the regime for remands (paragraphs 6.55 and 6.58).

15.2.14 Senior management should take a more active role in developing and resourcing the Family Contact Development Officer post (paragraph 6.78).

15.2.15 The evening meal should be served no earlier than 1700 hours (paragraph 7.6).

15.2.16 A formal dialogue should begin with HMP Shotts with the aim of re-introducing a mutually acceptable laundry arrangement, perhaps via the constitution of a proper service level agreement (paragraph 7.12).

15.2.17 The cyclical maintenance programme should be examined with a view to improving the state of the internal decoration (paragraph 7.15).

15.2.18 Staff should be given HIV/Aids awareness training (paragraph 7.28).

15.2.19 Much clearer protocols are required for the management of remands who have identified drug dependency problems (paragraph 8.6).

15.2.20 There should be a review of the arrangements regarding the availability of Discipline staff for escort duties to and from the health centre (paragraph 8.11).

15.2.21 The management team should place a high priority on addressing the factors which impact on morale, such as additional team building measures (paragraph 9.10).

15.2.22 The SVQ co-ordinator’s post should be filled on a permanent basis as a matter of urgency (paragraph 9.19).

15.2.23 The objectives in the training plan require to be met (paragraph 9.20).

15.2.24 More staff should be trained in ICC duties and there should be a review of the record keeping system for all GP cases (paragraph 10.12).

15.2.25 There should be a strategy to improve staff training in SPIN, more Residential staff should have access to the facility and essential data quality assurance and integrity checks should be carried out (paragraph 11.8).

15.2.26 Consideration should be given to raising the profile of the EMLO (paragraph 11.11).

15.2.27 An Equal Opportunities Committee should be established together with a local policy across a broader spectrum of equality issues with a monitoring capability (paragraph 11.16).
