PRISON, ABERDEEN 1997 15. POINTS OF NOTE 15.1 Issues to be considered by SPS HQ. 15.1.1 Proper facilities should be provided for female prisoners requiring suicide observation (paragraph 5.27). 15.1.2 SPS Central Stores should devise a system which ensures that establishments have a guarantee that what they order is what they receive or ensures that establishments are notified in advance that their orders will not be delivered in full (paragraph 11.4). 15.2 Issues to be taken up with the Governor on subsequent visits by the Inspectorate. 15.2.1 Consideration should be given to removing at least some of the communal toilets in B Hall and replacing them with additional showers (paragraph 3.18). 15.2.2 There should be a review of all aspects of the recreation arrangements (paragraph 3.19). 15.2.3 There should be a review of the number of card telephones, particularly for remand prisoners, including more flexible use of the telephone in B Hall with consideration also being given to the introduction of some form of booking system during recreation periods (paragraph 3.19). 15.2.4 There should be a review of the routine for protection prisoners with the specific aim of introducing more time out of cell and ensuring that they are given the offer of a one-hour period of outdoor exercise seven days a week (paragraph 3.20). 15.2.5 The regime in the Female Unit should be reviewed with the objective of minimising the boredom for prisoners located there (paragraph 3.31). 15.2.6 More permanent accommodation should be found for the drugs co-ordinator (paragraph 5.20). 15.2.7 A number of points, as listed, should be considered as part of an overall strategy for dealing with those who have serious drug problems (paragraph 5.22). 15.2.8 As funds become available, consideration should be given to creating a Day Care Unit for prisoners requiring observation (paragraph 5.31). 15.2.9 As funds become available, work should be undertaken to improve the physical conditions in the Reception (paragraph 6.4). 15.2.10 At least some of the additional material presented to convicted prisoners on the Friday afternoon sessions as part of the induction process should also be provided for protection and remand prisoners (paragraph 6.9). 15.2.11 The stated intent of the Sentence Planning Scheme should be carried through with progress being monitored by Hall Supervisors and accountability being managed through the appraisal system. The Personal Officer scheme should also be on a more formal basis (paragraph 6.13). 15.2.12 An appropriate system of needs assessment should inform the development and prioritisation of offending behaviour programmes, there should be an appropriate system of referral of prisoners to those programmes and there should be clear co-ordination of this area of activity at senior management level (paragraph 6.17). 15.2.13 Consideration should be given to effecting some improvement in the quality of work available to prisoners on protection and female prisoners (paragraph 6.21). 15.2.14 Consideration should be given to introducing some system of accreditation to give prisoners credit for work done in the Education Unit (paragraph 6.34). 15.2.15 Consideration should be given to ways of increasing usage of the Education Unit (paragraph 6.34). 15.2.16 There should be a review to determine the most effective method of managing the prisoners library service (paragraph 6.35). 15.2.17 Management should consider ways of providing a more appropriate arrangement for social work interviews (paragraph 6.39). 15.2.18 Until such time as a new visits facility is in place, a number of measures, as listed, should be introduced to improve the existing facilities (paragraph 6.60). 15.2.19 Urgent consideration should be given to finding ways of providing the Family Contact Development Officer with a much higher profile together with the time, training and resources necessary in order properly to carry out those duties (paragraph 6.65). 15.2.20 Temperature readings of meals should be taken in the Halls at the point of serving (paragraph 7.3). 15.2.21 Action should be taken to find some way of providing warmer meals (paragraph 7.6). 15.2.22 A separate office should be provided for the Estates Manager (paragraph 7.15). 15.2.23 Consideration should be given to providing the Estates Team with an additional number of staff (paragraph 7.19). 15.2.24 The Fire Precautions Officers should be given time off their main duties to enable them properly to undertake fire precaution tasks (paragraph 7.24). 15.2.25 There should be a review of the equipment in the Health Centre with the aim of bringing it up to a medically acceptable standard, including the purchase of a defibrillator (paragraph 8.10). 15.2.26 There should be an increase of two members in the nursing team (paragraph 8.22). 15.2.27 Medical records should be used as a source of morbidity information and workload activity to offer better planned care (paragraph 8.32). 15.2.28 Arrangements should be introduced to end the practice of secondary dispensing by members of the nursing team (paragraph 8.36). 15.2.29 When funds permit, a dedicated Community Psychiatric Nurse should be appointed (paragraph 8.45). 15.2.30 The Equal Opportunities Officer should be provided with appropriate training and his existence and identity should be more widely publicised and included in the staff induction programme. Consideration should also be given to the introduction of an Equal Opportunities Committee (paragraph 11.17). |
