Resources Available for Drug Misuse Services

DIRECT

Earmarked allocation of NHS in Scotland funds The drug misuse services allocation for health boards in 1997-98 is £9.5m. Additionally, £1.7m is available for HIV/AIDS drug related prevention activities.
Discretionary local allocations of other Hospitals and Community Health Scotland (HCHS) monies Health boards can allocate money from mainstream HCHS budgets to services for drug misusers. The extent to which this occurs varies, but Health Boards should be aware of the savings in other areas which can be achieved by the allocation of resources to well targeted and effective services for drug misusers.
Local authority funding for Community Care and Criminal Justice Services Local authority funding of substance misuse services is for the most part covered by general community care funding. The overall Scottish level of funding for non-criminal justice social work services is over £719m in 1997-98. There is also £32.9m made available via the 100% funding mechanism for criminal justice social work services.

Scottish local authorities budget estimates for expenditure on substance misuse services in 1997-98 are: residential services - £5.6m, other services - £3.6m, total - £9.2m

Urban Programme funding Council-led partnerships of public agencies, the communities and the private and voluntary sectors distribute these funds. £69.8m is available overall in Scotland in 1997-98. No specific provision is made for drug projects and decisions on establishing new projects rest with the partnerships. Organisations are invited to bid for these funds. There are, however, 10 existing projects aimed at drug misusers being funded at a cost of over £800,000 in 1997-98.

  • The Scottish Office Department of Health, through Section 16B grants to voluntary bodies, for core and project funding
  • The Scottish Office Home Department, through Section 10 grants to voluntary bodies for core and project funding
  • The Scottish Office Home Department, through Section 9 grants to voluntary bodies, for training costs
  • The Scottish Drugs Challenge Fund
  • The National Lottery Charities Board and similar bodies
  • The European Commission
  • Other local agencies such as housing and education departments
