15. Points of Note

15.1 Issues to be considered by levels above SPS HQ

15.1.1 More innovative methods for coordinating the treatment of individuals with drug abuse or mental health problems need to be found during and after their stay in Barlinnie (paragraph 5.42).

15.2 Issues to be taken up with the Governor on subsequent visits by the Inspectorate.

15.2.1 The problems associated with the hot water supplies in the Halls need to be addressed (paragraph 3.4).

15.2.2 Fire retardent mattresses should be provided in all cells (paragraphs 3.5 and 3.19).

15.2.3 The drinking and toileting facilities in the ‘A’ and ‘E’ Hall recreation rooms require to be upgraded in order to satisfy basic standards (paragraphs 3.8 and 3.27).

15.2.4 There should be increased access to a full range of recreation facilities for all prisoners in ‘B’ Hall and in particular those on protection (paragraph 3.16).

15.2.5 The regimes for remand prisoners require to be revised to provide more stimulation and activity (paragraph 3.23).

15.2.6 Duvets in ‘E’ Hall are a significant improvement and consideration should be given to extending this item across the prison (paragraph 3.27).

15.2.7 There should be an increase in the number of telephones in all Halls, except Letham Hall (paragraph 3.40).

15.2.8 The MDT Unit should be staffed to allow testing on Reception and to meet the demand for testing on grounds of reasonable suspicion (paragraphs 5.19 - 20).

15.2.9 Supervisors employed in the Drug Addiction Clinic should be provided with further training (paragraph 5.27).

15.2.10 A means to focus every member of staff’s attention on suicide related issues should be found (paragraph 5.40).

15.2.11 A Sentence Planning scheme should be introduced for long term prisoners if it is not possible to transfer them within a reasonable timescale (paragraph 6.11).

15.2.12 Modesty screens should be provided in all the workshed toilet areas (paragraph 6.27).

15.2.13 Physical conditions in the Concrete party need to be improved by the provision of prisoner and staff shower/ablution facilities and an alternative location found for the staff office (paragraph 6.27).

15.2.14 Consideration should be given to ways of increasing the Education provision to enable more prisoners to benefit from the service on offer (paragraph 6.40).

15.2.15 Proper interview facilities should be provided for social workers in the Residential Halls (paragraph 6.56).

15.2.16 The review currently being undertaken to develop the role of prison Officers in dealing with routine welfare matters should be taken forward (paragraph 6.57).

15.2.17 The question of kit stock control between the laundry and the Residential Halls should be addressed (paragraph 7.13).

15.2.18 A schedule of risk assessments and a system for Health & Safety audits should be developed without further delay (paragraph 7.27).

15.2.19 Implementation of the measures outlined in the local Health & Safety policy should be given a high priority (paragraph 7.30)

15.2.20 All prisoners should be seen by a Doctor the day following admission (paragraph 8.15).

15.2.21 The problems associated with the decentralisation of nursing care need to be resolved (paragraph 8.22).

15.2.22 An information system on the morbidity of the population should be introduced (paragraph 8.29).

15.2.23 The increased demand on the dentistry service requires either an increase in the number of sessions or the employment of an additional dentist (paragraph 8.39).

15.2.24 Proper staff training records should be maintained (paragraph 9.17).

15.2.25 Training on SPIN should be part of the establishment’s training plan (paragraph 11.10).

15.2.26 An Equal Opportunities Officer should to be appointed, followed by the setting up of an Equal Opportunities Committee (paragraph 11.15).
