14. Recommendations

For SPS HQ/Area Director

14.1 A reduction in the present levels of critical overcrowding needs to be achieved on a strategic basis (paragraph 5.9).

14.2 The facilities available for Physical Education should be extended and improved by the provision of a new PE complex (paragraph 6.34.)

14.3 A new purpose-built laundry facility should be constructed with proper kit store arrangements (paragraph 7.14).

14.4 A full-time Medical Officer should be formally appointed to provide leadership and team coordination amongst the medical practitioners (paragraph 8.41).

For Area Director/Governor I/C

14.5 The introduction of standards of cell conditions and furniture which are consistent and vigorously maintained are necessary to ensure basic decent conditions for prisoners in the traditional Halls (paragraph 3.39).

14.6 Existing routines should be altered to ensure that basic standards of decency in areas such as exercise, fresh air and clean kits are uniformly met (paragraph 3.40).

14.7 The introduction of appropriate induction programmes for prisoners should be addressed as a matter of urgency (paragraph 6.8).

14.8 The proposals currently being explored to improve the employment situation should be taken forward without delay to ensure that purposeful activity is provided for all convicted prisoners on a more equitable basis (paragraph 6.29).

14.9 The plans to improve the Catering service should be given the appropriate financial and other support to ensure that they are implemented quickly. Immediate action is also needed to eliminate all bad and unhygienic practices in the food distribution system (paragraph 7.8).

14.10 The problems with regard to professional control over the pharmacy and control of drugs require to be resolved as soon as possible (paragraph 8.43).

14.11 The appointment of a Human Resources Manager should be expedited (paragraph 9.11).
