LEGALISED POLICE CELL INSPECTIONS 1995

1. LPCs, which are peculiar to Scotland, derive historically from the inaccessibility of some of the Courts in outlying districts and islands. Subject to the provision of the Prison (Scotland) Rules, the inspection of 11 Police Stations (and 80 cells) takes place on a triennial basis at present. Members of the Inspectorate visited on the dates shown below:

General Observations

2. Statutory requirements were being met at all stations: nevertheless observations were made at each location and conveyed to the appropriate Chief Constable in writing. Recommendations included:

a. Ayr and Hawick The fitting of smoke alarms in kitchens.
b. Oban A review of outdoor exercise arrangements.
c. Stornoway Review of integral sanitation arrangements.
d Lerwick Removal of ligature points in cells.

3. The number of prisoners held at several LPCs had increased - which was surprising given better road communications (and therefore speedier transit from outlying courts to prisons). We were unable to ascertain a common cause for this increase.

4. Visiting Committees had not yet been appointed at any of the LPCs at the time of inspection, but these are now expected to be introduced during 1996-97.
