STUDY Female Offenders (published April 1995) 1. Greater use should be made of the female remand units at HMPs Aberdeen, Inverness and at HMYOI Dumfries to provide certain prisoners with the option of serving all or part of their sentences in such a unit. 2. The TFF hostel at HMYOI Polmont should be developed as a dual-purpose TFF hostel and open prison for females. 3. The existing regime at HMP and YOI Cornton Vale should be comprehensively reviewed. |
Units
have been refurbished and are now in operation. Effected in March 1996. Still under consideration. Meanwhile, the regime is in our view, still barely adequate. |

Friarton (published April 1996) 1. The Governor, in conjunction with SPS HQ, should consider the feasibility of providing a new accommodation unit capable of housing up to 30 Category 'D' prisoners with a view to relieving overcrowding. 2. Regime Services Division of SPS HQ should take an active lead to secure more productive employment for Friarton. 3. Fire and smoke alarms and a smoke extraction system should be installed as a matter of extremely high priority. 15 Points of Note were also recorded. |
To
be considered as part of the update of the SPS's overall
Estates Strategy. Options including the reintroduction of textile work are being considered. New equipment, developed by the SPS, is being tested with a view to its possible introduction throughout the prison estate. |

| F. | HMP Peterhead (published January 1996) |
| For
SPS HQ/Area Director 1. There should be a new Operations Room, an audit of the efficiency of the equipment located there and careful consideration of the ergonomics. 2. A new purpose-built staff facility should be constructed without further delay. 3. The SPS should advance work on a strategy for the management of sex offenders within the prison system, such a system to be in place within a year at the latest. 4. A Programmes Co-ordinator to oversee sex offender and other offending behaviour programmes should be appointed in SPS HQ at the earliest opportunity. 5. 'A' Hall should be re-opened in the near future. 6. A new purpose-built visits facility should be constructed. 7. There should be a root and branch review of Industries at Peterhead involving Regime Services at SPS HQ. 8. The manually controlled vehicle gate in the sterile area should be converted to electronic control and monitored by a dedicated CCTV camera. 9. There should be an increase in the present catering allowance of £10.50 per prisoner per week. 10. There should be a review of the Appropriations in Aid rules in their application to the staff meals system. 11. An option appraisal covering the necessary work to prevent water penetration in the worksheds should be carried out as a matter of urgency and there should be no delay in the external cladding and window replacement programme for the residential areas. For Area Director/Governor I/C 12. A Psychologist should be recruited as soon as possible and certainly before Spring 1996. 13. The prison should change to an 0730 hours unlock on weekdays. 14. The accommodation problems for Social Work staff should be urgently addressed, including the installation of staff alarms in interview/group rooms. 15. A proper fire/smoke detection and alarm system should be installed. 51 Points of Note were also recorded. |
) ) Option Appraisals have ) been commissioned. ) ) Management of these prisoners to be addressed via the sentence planning initiative backed up by a guidance manual for the management of sex offenders which is scheduled for completion by summer 1996. Still being considered. Position being kept under review, but not likely to occur in the medium-term. As for 1 and 2. A review is now underway. Governor I/C is actioning. No plans for an increased in 1996-97 but food contracts being re-negotiated. Internal accounting procedures are being tightened. The SPS's Estates Strategy is being revised but resources for these projects are unlikely to be forthcoming in the immediate future. No Psychologist has yet been recruited. This is being reviewed. Insufficient funds at present to resolve the accommodation problems but the issue of alarms is currently being addressed locally. Formal inspection by HM Fire Inspectorate was carried out in November 1995. |

Greenock (published 13 March 1996) For SPS HQ/Area Director 1. On the opening of the new Hall, the Governor should be provided with sufficient funding to enable him to develop regime opportunities for LTPs, while at the same time being able to address the regime deficits in 'A' Hall. 2. SPS HQ should enter into a dialogue with the Immigration Service with a view to identifying suitable alternative accommodation for all PADs. 3. A proper fire/smoke detection and alarm system should be installed with the introduction of a fire patrol at appropriate intervals until such time as a system is introduced. For Area Director and Governor I/C 4. The Governor should take immediate action on the points listed with regard to the prisoners' accommodation. 5. Nursing cover should be increased by one post. 6. The complement of the Social Work Unit should be increased by one full-time social worker. 7. There should be a fundamental review of the whole catering operation. 56 Points of Note were also recorded. |

& YOI Glenochil (signed April 1996) 1. The scale of addiction counselling and the provision of well trained addiction workers should be reviewed and significantly increased. 2. A second fence should be provided around the prison sports field and the gates leading to the sports field should be fitted with tamper alarms connected to the prison's Central Operations Room. 3. HMP Glenochil and all SPS Education Units should be subject to comprehensive and regular inspection by HM Chief Inspector of Schools. 67 Points of Note were also recorded. |
