Summary of Recommendations
Recommendation 1 (paragraphs 1.16 and 1.17)
It is recommended that the force subjects the Practitioner Group process to critical review and undertakes a detailed costing which should include:
  • travel
  • subsistence
  • accommodation
  • officer time
  • absence cover
Recommendation 2 (paragraph 3.4)
It is recommended that, once external Service Level Agreements are in place for the provision of services, the force benchmark, option appraise or market test services, to ensure that they are obtaining best value.
Recommendation 3 (paragraphs 4.3 and 4.4)
It is recommended that the management reporting structure within the Information Technology Department be kept under review and that consideration continues to be given to making the Computer Manager's reporting level the same as other senior support staff.
Recommendation 4 (paragraphs 5.5 to 5.8)
It is recommended that the force more clearly sets out the ground rules in relation to transfer and deployment in a single comprehensive document so that the requirements and responsibilities of the force and the obligations and rights of officers are clearly understood. The revised policy should be fully consistent with the force's equal opportunities policy.
Recommendation 5 (paragraphs 5.13 and 5.14)
It is recommended that the force develop a structured selection process for specialist appointments and acting ranks, which should be fully consistent with the force's equal opportunities policy.
Recommendation 6 (paragraphs 5.26 to 5.28)
It is recommended that the force conducts
  • a training needs analysis and
  • a cost benefit analysis on training options, in view of the existing heavy cost of centralised training.
Recommendation 7 (paragraph 6.9)
It is recommended that the force undertakes fuller analysis of drug related statistics and intelligence along the lines previously recommended by HMCIC so as to better inform operational policing.
Recommendation 8 (paragraph 6.16)
It is recommended that the force clarifies its position so that liaison between local commanders and local government is positively encouraged and that future discussions take place in a more formal structure with agenda and minutes.
Recommendation 9 (paragraphs 8.2 and 8.4)
It is recommended that the force reviews its system for addressing Inspectorate recommendations and that the Joint Police Board considers its own role in overseeing the response of the force.
