Some issues arising from the evaluation of quantitative attainment information may indicate that there are general issues within the school which should be followed up. Qualitative performance indicators from How good is our school? can help here.
 
1. If attainment is generally below expectations, consider:
 
    Evaluate using performance indicators:
Are 5-14 Guidelines, including those on assessment, being implemented effectively?

Are teachers aware of the standards expected?
