Note: The numbers against the countries above relate to the Map which can be used as an interim aid to help determine eligibility for exemption, or otherwise, from NHS charges, and may be of particular assistance where a language or interpretation difficulty is present. Eligibility should only be confirmed by the flow charts located earlier in the Appendix (Charts 1-4) and by reference to Chapter 12 of this Manual. Exemption from NHS charges only applies to "treatment, the need for which arose during the visit" for nationals of any EEA member state, including stateless persons or refugees residing within the territory of one of the member states as well as family members and their survivors, regardless of their nationality. Some patients from EEA member states may come to the UK expressly for treatment, but only in instances where they have come with the express permission of their home health or benefits authority and have with them a relevant EC exemption form (see Chapter 12 for details).
