HM INSPECTORATE OF PRISONS REPORT ON HM PRISON KILMARNOCK 2000

CHAPTER 2 - ESTABLISHMENT AND POPULATION

Establishment

1.1 HM Prison Kilmarnock is located south east of Hurlford and Kilmarnock off the A76 road to Dumfries. Built on the site of an old ordnance factory, the land was acquired by SPS in June 1996. The cost of building the prison is estimated to have been in the region of £32 million. Its first prisoners, all of whom were volunteers from other establishments, transferred on 25 March 1999.

2.2 The prison has produced a Vision Statement that seeks not only to reflect the business of the establishment but also to support and advance the mission, purpose and principles of both PPS and the SPS. It is defined as follows:-

"Our aim is to maintain secure custody and good order within a safe and humane environment where prisoners' offending behaviour can be challenged and meaningful opportunities provided to change attitudes and lifestyles, both during custody and after release from prison."

2.3 Currently, the prison holds three groups of male prisoners:-

2.4 HMP Kilmarnock is designed to hold 500 male prisoners, though in order to enable any refurbishment or re-painting to proceed with the minimum of disruption, the total number of cells is 506. The vast majority of the cells are for single capacity but in order to meet minor fluctuations in the remand population due to the numbers sent from the local Courts, some of the cells in Houseblock 2 had an additional bed. Under the terms of the contract, PPS are paid for 500 prisoners though any minor fluctuations on that number are accepted by both parties. The contract has flexibility to provide for up to 192 additional prisoner places.

2.5 On Tuesday 21 March, the population at lock-up was 506, accommodated as follows:-

In addition, four prisoners were being held in the Segregation Unit and a further nine were in the Health Care Centre.

2.6 The remand population comprised 32 adult and 21 under-21 prisoners, whilst the convicted population was made up of 448 adults and five YOs. A breakdown of the sentences being served by the convicted population was as follows:-
