The Scottish Ministers
In accordance with my terms of reference as HM Chief Inspector of Prisons for Scotland, I forward a report of the first inspection carried out at HM Prison Kilmarnock between 20 and 30 March 2000.
Nine formal recommendations have been made, whilst a number of points of note and related matters have been drawn to the notice of the Director of the establishment.
