CHAPTER TWELVE : RECOMMENDATIONS

For SPS HQ/Operations Director

12.1 An open facility for female offenders should be established to allow females the same progression opportunities as males (paragraphs 3.3 and 7.15).

12.2 Further consideration should be given to the management on site of at-risk women in Inverness, Aberdeen and Dumfries (paragraph 6.24).

12.3 A full needs assessment of arrangements for clinical psychology should be carried out, with a view to its restoration in the prison (paragraph 6.28).

For Operations Director/Governor in Charge

12.4 More listeners should be recruited and response times and problems associated with weekend lock up should be resolved (paragraph 4.50).

12.5 The layout of the reception area should be re-examined to provide more storage space for prisoners' property and ensure that the nurse's station is fit for purpose (paragraph 5.15).

12.6 The new administrative arrangements associated with the operational needs of the pharmacy contract should be continued and funding for the post secured (paragraph 6.15).

12.7 A more flexible arrangement for discipline/escort cover on days when the dentist and psychiatrist are both in attendance should be examined (paragraph 6.33).

12.8 Steps should be taken to introduce an audit of health care standards (paragraph 6.49)

12.9 There should be closer scrutiny of the input from personal officers to the sentence management process to ensure reviews are conducted timeously and realistic targets agreed (paragraph 7.11).

12.10 The assessment process should be used to set meaningful performance targets (paragraph 7.12).

12.11 Technology should be introduced to help staff monitor banned visitor lists and provide front line security, and procedures for banned visitors should be detailed in instructions and subject to audit and inspection (paragraph 7.25).

12.12 An unambiguous searching procedure in reception should be introduced (paragraph 7.26).

RECOMMENDATIONS TO SPS/HQ – MINISTERIAL RESPONSE

12.1 An open facility for female offenders should be established to allow females the same progression opportunities as males.

The SPS is currently evaluating the need for such a facility.

12.2 Further consideration should be given to the management on site of 'at risk' women in Dumfries, Aberdeen and Inverness.

Practice has changed with the introduction of the Act and Care strategy. At-risk women are only moved to Cornton Vale when the above-mentioned establishments are unable to cope locally.

12.3 A full needs assessment of arrangements for clinical psychology should be carried out, with a view to its restoration in the prison.

This is kept continually under review. Currently the SPS view is that psychologists are used most effectively as part of the Mental Health team. In this capacity they contribute to the management of a range of psychological disturbance, group and individual assessment, intervention where appropriate, involvement in staff training and the management of Counsellors.

12.4 More listeners should be recruited and response times and problems associated with the weekend lock up should be resolved.

Weekend access will improve with the introduction of new staff attendance arrangements, when lock up will be at 19.30 hrs. The number of listeners is subject to fluctuation; work is in hand to recruit more.

12.5 The layout of the reception area should be re-examined to provide more storage space for prisoners' property and ensure that the nurses station is fit for purpose.

The reception will be re-examined to determine what improvements can be made.

12.6 The new administrative arrangements associated with the operational needs of the pharmacy contract should be continued and funding for the post secured.

The post will be continued meantime and Cornton Vale will bid for it through the normal processes.

12.7 A more flexible arrangement for discipline/escort cover on days when the dentist and psychiatrist are both in attendance should be examined.

This will be addressed in ongoing development of staff attendance arrangements.

12.8 Steps should be taken to introduce an audit of health care standards.

SPS is currently developing its framework for clinical governance within Scottish prisons. This will include, among other things, the requirement for all establishments to undertake regular audits of health care standards.

12.9 There should be closer scrutiny of the input from Personal Officers to the Sentence Management process to ensure reviews are conducted timeously and realistic targets agreed.

Output targets and timetables, together with monitoring arrangements, will be developed within the forthcoming establishment management plan.

12.10 The assessment process should be used to set meaningful performance targets.

This may take place but we do not believe that Sentence Management and its supporting systems are sufficiently well developed to allow this just now.

12.11 Technology should be introduced to help staff monitor banned visitor lists and provide front-line security, and procedures for banned visitors should be detailed in the instructions and subject to audit and inspection.

This is subject to action by local management and their aim is that maintenance and review process will be simplified.

12.12 An unambiguous searching procedure in reception should be introduced.

The searching procedures and protocols are being reviewed and will be adjusted as appropriate.
