Tayside Police Primary Inspection 2002
6. Results
6.1 In the 2001-2002 Policing Plan Tayside Police set five overarching objectives,
reflecting the Force's main purpose of 'enhancing the quality of life for all
who live in the Force area'. Under each objective are a number of aims and methods,
all intended to contribute to Force performance in these five areas.
6.2 Performance against aims and objectives is typically assessed by performance
indicators. Those applied by Tayside Police are primarily the Statutory Performance
Indicators for Scottish forces, as laid out in the Scottish Police Service Performance
Manual. Targets have been set in accordance with national requirements where
these are established or have been locally derived from past performance of
the force.
6.3 Progress towards these targets is reported in the Force's
Performance Profile booklet which is published monthly. At the time of the inspection,
a five-grade 'traffic light' system of data presentation allows any reader to
assess this easily.

6.4 Percentage deviation from targets is used to categorise performance
within the traffic light system. HMIC notes that any performance statistic that
falls between +/- 10% of the target is defined as being on 'target'. Whilst
there is statistical validity in such an approach, used here it can undermine
the logic of the target that has been set and may send out unhelpful signals.
For example for 2001-02 the target clear up rate for All Crime was 40.6% while
actual performance was 36.6% - using the above definition end of year performance
at the 36.6% level was categorised as on 'target' whereas at end of year the
force actually failed to meet the set target.
6.5 As part of the continuing development of this booklet, the force quickly
responded to this point and considered change to the format. HMIC would hold
the view that the benefit of the traffic light system is that it should provide
absolute clarity to the reader on progress towards attaining the set target.
6.6 Performance is presented not only for the force as a whole but also
in terms of Divisional achievements. As yet though, no separate indicators or
targets are derived for each of the three Divisions which would take account
of the different policing priorities within each. The Force's Performance Team
acknowledges that this is an area for further development.
6.7 The booklet also contains other statistical information voluntarily
provided by those departments in whose domain the Statutory PIs fall e.g. Occupational
Health & Welfare, CID. No targets have been ascribed to these though and
nowhere are they linked to any of the force's aims and objectives. Nor have
any direct links been made between the Statutory PIs and targets and the force's
aims and objectives. Because the Indicators applied have been guided by statutory
requirements it is difficult to gauge the Force's performance in relation to
its aims and objectives per se. Where a linkage has been made - under
Force Objective 2 - here again no targets have been set. Thus in the following
Table of Results we have made our own assumptions in terms of where indicators
might best apply.
The Force Performance Profile
6.8 The force met or exceeded its targets in eight instances. In a further
three cases - clear up rate for car crime and sickness absence for both police
officers and support staff - the performance of the force in the latest year
nevertheless shows improvement on the previous year.
Other points of note:
- The Force has exceeded its local target of achieving a rate per 1,000 population
of racist incidents of less than 0.7 - interpretation of performance on this
Indicator is not straightforward as a higher rate might also imply greater
victim confidence in reporting such incidents to the police.
- No targets were set for reducing Vandalism and Disturbance etc. but combined
these have risen by nearly 8%.
- Because targets are derived from an average of performance over previous
years this can lead to targets being set at a level below that recorded for
the previous year e.g. Serious Assault and Robbery & Assault with intent
to Rob.
- Nationally agreed targets for e.g. Road Casualty Rates are for long-term
reductions e.g. by 2010 with annual milestones leading up to this date. Because
of this it may be that these shorter-term annual targets already have been
met.
