The force has made determined efforts to address the issues raised by the review inspection. Some of the responses are still at the draft stage and continuing attention may be needed in order to ensure that the momentum is carried forward to real change at operational level. The interface between the force and Fife Council, and the extent to which the chief constable is free to manage within the confines of an agreed budget is a long running issue which has been subject to repeated inspectorate comment. Some significant progress has been made but a number of challenging issues remain on the agenda. HMIC hopes that these will be addressed in a way which allows energies to be focussed on operational challenges and the progressive, transparent and accountable style of policing which is a characteristic of Fife Constabulary.
