2. Summary of Part III Suggestions

HMIC suggests that:

the Scottish Executive consider further the impact of ECHR Regulations on current procedures which relate to deputy chief constables appointing the chair of a misconduct hearing.

the Scottish Executive consider the significant change in the disciplinary role of chief constables.

(Part III Paragraph 1.3)

the Scottish Executive reviews the definition of 'complainer' within the interpretation of the Police (Conduct) (Scotland) Regulations 1996.

(Part III Paragraph 1.5)

the Scottish Executive consider the question of 'discreditable' in terms of the conduct regulations and the likely impact of ECHR.

(Part III Paragraph 1.6)

the Scottish executive consider the working of police appeals tribunals when sufficient experience in this area has been gained.
