The investigation of complaints against the police in Scotland

ACKNOWLEDGEMENT

HM Inspectorate is grateful to all those who contributed to this thematic inspection, to the operational police officers who spoke frankly about their experience of the police complaints system, the police managers who described in detail how they seek to manage it, the police staff associations, the police authorities who are responsible for the monitoring of complaints against the police and the handling of complaints against chief officers in their respective areas, representatives of Crown Office and the procurator fiscal service who are responsible for the investigation of criminal complaints against the police in Scotland and the various legal representatives and interest groups who spoke about their own views and experiences and those of the complainers whom they have represented.

In addition to those parties who are part of the police complaints system, HMIC is also grateful to the various individuals and organisations who have no involvement or experience in complaints against the police but had nonetheless valuable contributions to offer, based on their experience of complaints systems in other organisations.

Valuable advice and support was received from members of the Consultative Group who contributed their thoughts and ideas during the inspection itself and in completion of the final report. Their views and contributions to the inspection are gratefully acknowledged. Although all views were considered, HMIC accepts full responsibility for the report and its recommendations.
