In July 2004 the Minister for Communities announced a series of targets to help Close the Opportunity Gap. A key part of that was the development of an Employability Framework for Scotland.
The Government worked with key stakeholders throughout Scotland to develop the five workstream reports, the recommendations of these reports informed the development of the Framework. In Scotland, we have high levels of employment and low unemployment, but we are still faced with significant challenges of helping more people who are economically inactive to move into work. We believe that work provides the best route out of poverty and, therefore, we share the UK Government's long term aim of an 80% employment rate.
