REVIEW OF THE BLUE (FORMERLY ORANGE) BADGE SCHEME

1. The Department for Transport, Local Government and the Regions (DTLR), the Scottish Executive, the National Assembly for Wales and the Department for Regional Development (Northern Ireland), are carrying out a comprehensive review of the disabled persons parking scheme.

2. As you may be aware, towards the end of last year consultants, MVA, arranged a number of focus groups, both at local and national level, to discuss the broads shape of the Scheme, focussing in particular on aspects relating to eligibility, administration and enforcement. They had as their reference document a report submitted by the Disabled Persons Transport Advisory Committee (DPTAC). The groups brought together key stakeholders, including individual users of the Scheme, but there was no consensus on what changes needed to be made.

3. The discussion paper, which is being sent to key stakeholders, summarises the outcome of discussion groups. Against this background, the Secretary of State for Transport, Local Government and the Regions has now asked DPTAC to consider your responses on how to take the Scheme forward and to produce recommendations representing the consensus view to ensure that it:

meets the needs of those who need the concessions for independent mobility;
minimises the potential for abuse;
is fair, robust and justifiable; and
links with the related integrated transport policy implementation.

4. You are therefore invited to submit your responses to the DPTAC Secretariat, DTLR, Zone 1/14, Great Minister House, 76 Marsham Street, London, SW1P 4DR by 15 March 2002. DPTAC will then produce a report for Ministers, which will be copied to all respondents. It is expected that decisions on the future shape of the Blue Badge Scheme will be announced in summer 2002.
