48. As described above there are no easy answers to the question of how to deal swiftly and effectively with the problems caused by stalking. It is, however, an issue that causes real concern and can escalate to serious physical harm or on occasion murder. It is essential that the law, and the forces of law and order, do all they can to protect victims and deal with perpetrators before any escalation of behaviour occurs.
