Andrew Taylor Telephone
0131-244 4447 |
8.2 As usual, copies of replies received will be made available to the public on request, unless respondents state that all or part of their response is confidential.
8.3 The Land Reform website provides background information and a discussion forum at www.scotland.gov.uk/landreform .
8.4 All comments received on these proposals will be carefully considered, and will help the Scottish Executive to prepare the Bill to be introduced to Parliament later this year.
8.5 The following table outlines how the Bill might progress through consultation, the Parliamentary process and into law. The Parliament and its Committees have wide discretion, and thus timings for the Parliamentary process cannot be given at this stage.
| February to May 2001 |
The Scottish Executive consults on the draft Bill. |
September 2001 | A revised Bill together with accompanying papers is provided to the Parliament. |
The Bill is then passed to the chosen lead Committee (likely to be one of the two Justice and Home Affairs Committees) for consideration of the general principles of the Bill. Other Committees (such as the Rural Development Committee and the Transport and Environment Committee) may also have an interest. The Committee prepares a report for Parliament.
Parliament then debates the general principles of the Bill in plenary. The Parliament can approve or reject the Bill at this stage.
If the Bill is approved, it is then referred to the lead Committee for detailed examination and for the consideration of amendments.
The Bill as amended is then considered in plenary by the Parliament. It may be further amended at that time. The Parliament may approve or reject the Bill.
If the Bill is approved it then goes to receive Royal Assent and becomes law. |
