| Subsection (10) sets out the relevant legislation relating to the procedures of the Lands Tribunal and makes clear that it applies to valuation appeals. Section 70: Compensation Subsection (1) states that any landowner or former landowner who has incurred loss or has borne additional expense as a result of the legislation, over and above that normally associated with a sale, is entitled to compensation from Ministers. Compensation must relate to additional expense incurred as a result of the procedural requirements relating to community right to buy; the community body failing to comply with an order made by the Lands Tribunal (see section 67); any prohibition notified by Ministers following their receipt of a community body's application to register an interest (see section 48); or from the exercise of the community right to buy (see section 62). Subsection (2) states that a landowner's, or former landowner's, entitlement to compensation is limited to the operation of the community right to buy (see section 62) and to expenses incurred in selling to a community body, which has 6 months to raise funds for the payment, over and above those expenses that would arise in selling to any other buyer. Subsection (3) limits the payment of compensation to that 6 month period. Under subsection (4), any person who has incurred loss or expense due to the suspension of rights of pre-emption, redemption or reversion or any option to purchase, or because these rights have been extinguished under this Part shall be entitled to compensation from Ministers. Subsection (5) provides for the procedure for assessing loss and for calculating and recovering compensation to be prescribed by order. Section 71: Compensation appeals Subsection (1) provides for an appeal to the Lands Tribunal against Ministers' decisions on compensation. Subsection (2) permits the Lands Tribunal, following such an appeal, to overturn the Ministers' decision. Subsection (3) states that the appeal must be lodged within 21 days of Ministers' decision. CHAPTER 7 GENERAL AND MISCELLANEOUS PROVISIONS Section 72: Compulsory purchase of land transferred in breach of this Part A new power of compulsory purchase is provided for in the Bill.
