| Subsection (2) sets out the various categories of paths that will form part of the network, (i.e. public paths, footways, footpaths, cycle paths and public paths delineated by order and agreement). The core paths, taken together, should give a reasonable provision of access throughout the local authority for residents and those persons seeking to exercise their access rights. Subsection (3) details considerations in (a) to (c) that local authorities must have regard to when compiling and maintaining the core path network. Subsections (4) and (5) provide that the list of core paths can consist of maps confirming where paths are, and where it does not, shall refer to such maps. This list (and any maps) must be available to the public for inspection, free of charge, at offices determined by the local authority. Section 25: Rangers This section gives local authorities the power to appoint persons to act, as rangers over land where the access rights in this Bill are exercisable. Subsection (2) defines the purposes for which rangers can be appointed. Subsection (3) confers the power being given to the person appointed as a ranger under this section, to enter any land in respect of which access rights are exercisable to carry out the functions detailed in subsection (2). Section 26: Local access forums Subsection (1) places a duty on local authorities to establish a local access forum for its area. Subsection (2) lists what the functions of these forums will be. They will advise the local authority and any other person consulting them on matters relating to access rights under this Bill. They will offer assistance in the resolution of local disputes about the exercise of access rights under this Bill. |
