Crofting community ownership
1.13 These provisions also derive from the work of the Land Reform Policy Group. Again, the policy aim is to remove barriers to sustainable rural development by empowering crofting communities. The Bill will enable crofting communities to buy the land at any time, not just as and when it comes to be sold. To have their right to buy approved, crofting community bodies will have to meet criteria similar to those applying to the other right to buy. They will have to be properly constituted; be representative of the crofting community; have majority crofting community support for the purchase; have plans for the land that are compatible with its sustainable development; demonstrate that purchase would be in the public interest; and pay a fair price.
