Paying for Water Services 2006-2010

SECTION 3: PARTICIPATING IN THE CONSULTATION

73) The Executive recognises that this consultation paper addresses a number of contentious issues. The decisions that it takes on the principles of charging will influence the shape and content of charging schemes throughout the period 2006-10 and once taken will not be revisited until preparations are in hand for the review of charges in the period 2010-14. It is important therefore that the Executive’s decisions are taken in light of views and comments from as many stakeholders as possible.

74) This paper is intended to mark the start of a national debate on how different groups of customers should contribute towards the cost of water and sewerage services. The debate will continue with a conference on charging on 31st August in Edinburgh, to which all stakeholders and their representatives are invited. The Executive will invite a number of key stakeholders to address the conference and to explain charging issues from their perspective.

76) This conference will be followed by a series of smaller seminars whose purpose will be to look in more detail at issues of particular interest to different customer groups. The Executive has in mind that these seminars should address topics such as:

  • Affordability for households
  • Phasing out cross subsidies among non-households
  • Charging for small businesses
  • Business concerns over trade effluent, surface drainage charging etc.

However, it wishes to shape them so as to meet stakeholder concerns. It would welcome comments from stakeholders on these topics and also suggestions for other themes and topics. These should be sent to the consultation team, as above, by 10 August.
