< Previous | Contents | Next > Reducing Landfill: A Landfill Allowance Scheme ConsultationINTRODUCTIONTHE LANDFILL DIRECTIVE Article 5(2) of the EC Landfill Directive (99/31/EC)1 requires the UK to reduce the amount of biodegradable municipal waste it sends to landfill. The Executive published an earlier consultation paper, The Landfill Directive2, in November 1999 which outlined several options for meeting Article 5(2) of the Directive. The UK Government has consulted twice in Limiting Landfill3 in 1999 and Tradable Landfill Permits4 in 2001. The Waste and Emissions Trading Act 2003 provides the framework for a landfill allowance scheme designed to implement Article 5(2) of the Landfill Directive in Scotland and the UK as a whole and the apportionment of UK landfill targets to each country of the UK. WHAT IS COVERED BY THIS PAPER This consultation paper sets out the Executives intentions for the operation of a landfill allowance scheme in Scotland, to be established in Regulations under the Waste and Emissions Trading Act 2003. The UK Government consulted5 separately on the detail of its own scheme for England and on the targets to be set for each country of the UK in target years. CONSULTATION PROCESS This consultation paper is supported by a draft Regulatory Impact Assessment. Draft Regulations will be published for comment in 2004.
