The Scottish Executive believes that this will be possible in most cases but there may be some instances where this may prove to be impossible or not cost-effective. It is a technical measure aimed at bringing Environmental Impact Assessment (EIA) and Integrated Pollution Prevention and Control (IPPC) directives, together with seven other European Union (EU) Directives, into line with the public participation requirements of the Aarhus Convention. The PPD has two major strands. Firstly, it lays down general rules for ensuring public participation rights in the preparation or review of relevant plans or programmes. These extend public participation procedures into seven directives under which plans and programmes can be drawn up. These are: 1975 framework waste directive (75/442); 1991 batteries directive (91/157); 1991 agricultural nitrate pollution directive (91/676); 1991 hazardous waste directive (91/689); 1994 packaging directive (94/62); 1996 ambient air quality directive (96/62/EC) and 1999 waste landfill directive (99/31). Secondly, it amends public participation rights in the EIA (85/337/EEC) and IPPC (96/61/EC) Directives. It comprises all non-motorway trunk roads and the most important local roads. All Primary Routes and Primary Destinations are clearly signed in white lettering on a green background. 26 The Classified Principal Road Network is defined as a ‘second-tier road system of importance acting as regional and district distributor routes and complementing the Trunk Road Network’.
