SCIENCE STRATEGY FOR SCOTLAND: CONSULTATION
Last year the Minister for Enterprise and Lifelong Learning, Mr Henry
McLeish, appointed a Science Strategy Review Group, which I chaired. The Group was asked
to carry out a scoping study to identify the questions that needed to be addressed in
order to put a Science Strategy for Scotland in place; and to identify what additional
mechanisms would be required to answer these questions and to implement such a Strategy.
The Group has now completed their study with the publication of The Report of the
Science Strategy Review Group. I am pleased to enclose a copy.
The Science Strategy Review Group has identified questions that need to
be addressed in the development of a Scottish science strategy, under six main themes.
Ministers have agreed that work should now be taken forward within the Scottish Executive
to develop the strategy itself and have also agreed, in principle, to the establishment of
an external body to advise the Executive on science matters. This work will be led by a
small team under my overall direction. We shall however need input from interested
external parties. I am therefore inviting you to comment on the Review Groups report
and to contribute your thoughts on what you think the answers to the questions which it
has identified might be. A summary of the questions is attached at Annex A.

In order to help inform public debate on the matters covered by this
report, the Scottish Executive intends to follow its usual practice of making available to
the public, on request, copies of the responses received. We will assume that responses
can be made publicly available unless respondents indicate otherwise, confidentiality will
be strictly respected. A summary of comments received will be available.
