Section 8: How to Register Your Views

In this Consultation Paper a number of Discussion Points have been highlighted and they are listed below for ease of reference - we would like to know your views on these issues. Please do not feel obliged to respond to all the points nor feel restricted by the set questions. If you would like to comment on any other aspect of the proposals, we would welcome your views.

The consultation period will run from 10 October 2003 to 9 January 2004. Following this, the Scottish Ministers will consider what changes should be made to the draft Bill before it is introduced to the Scottish Parliament. We anticipate the Bill being introduced to Parliament in the summer of 2004.

QUESTIONS

Question One

Is it right that Gaelic be recognised as one of the languages of Scotland in statute?


Question Two

Should Bòrd na Gàidhlig have the functions provided in section 1 of the draft Bill?


Question Three

Should the requirements in sections 2 and 3 of the draft Bill be placed on Bòrd na Gàidhlig?


Question Four

Should Bòrd na Gàidhlig be given the powers in schedule 1, paragraph 11 to the draft Bill?


Question Five

Are there other matters, beyond those in section 5(5) of the draft Bill, that public bodies should have regard to in determining whether to prepare a Gaelic language plan?


Question Six

Should public bodies be required to consider whether it is appropriate to prepare and publish a Gaelic language plan describing the services they will offer in Gaelic?


Question Seven

Should the Bill provide for Bòrd na Gàidhlig to assist and advise public bodies in the preparation of Gaelic language plans?


Question Eight

Should the Bill require Bòrd na Gàidhlig to prepare guidance on Gaelic language planning?


Question Nine

Should Bòrd na Gàidhlig have a role in advising education authorities and the Scottish Executive on plans for Gaelic medium education flowing from the 2000 Act?


Question Ten

Would you like to comment on any other aspects of the draft Gaelic Language Bill?

Copies of all responses received will be placed in the Executive library and will be available to the general public. Responses will also be made available to the public at the Scottish Executive web-site. The view expressed by respondents may also be quoted or referred to in any future review of responses. If you do not wish your responses to be made public, please ensure that you indicate clearly that all or part of your response is to be treated as confidential. Confidentiality will be strictly respected. We will still count confidential responses in any statistical analysis and your views will of course be taken into account in the same way as for non-confidential responses.
