A consultation paper inviting ideas on the reform of the building control system in Scotland
54. This paper has attempted to provoke discussion about what the future should be for the building control system. It is not intended to disparage or criticise what is currently in place, or the dedicated people who administer the system at present. The present system has worked well for the last forty years, but it is no longer compatible with practice, government aspirations, and the vastly altered related legislative framework. The challenge is to develop a new system that will:

This paper is the beginning of the process of review and it is intended that the responses which it generates will form part of the evidence considered over the next year by a review team from the Scottish Executive and outside expert assessors. The review team may seek other views and ideas on the future of building control by research and investigation. It is also possible that they will wish to invite interested individuals, organisations or authorities to present additional evidence in person. Therefore if you would be prepared to give evidence should you be asked, could you please indicate this in your response.
56. It is intended that the findings of this review will be presented in the form of a detailed proposal for the future of the building control system Once prepared this proposal will in turn be issued for public consultation.
