IMPROVING BUILDING STANDARDS: A CONSULTATION PAPER INVITING IDEAS ON THE REFORM OF THE BUILDING CONTROL SYSTEM IN SCOTLAND
The enclosed paper invites suggestions and ideas from people and organisations with an interest in improving building standards and the administration of the building control system. Responses to this consultation paper will form the first part of a review process. Subsequently, a second consultation will be undertaken on proposals which have been developed from responses to this present exercise. The second paper will outline proposals on how to improve or if necessary completely reform the building control system through a new Act of the Scottish Parliament. The reasons for seeking suggestions and ideas for reform are set out in Section B of the consultation paper, with questions covering the major areas of concern.
