Dear Sir or Madam

IMPROVING BUILDING STANDARDS: A CONSULTATION PAPER INVITING IDEAS ON THE REFORM OF THE BUILDING CONTROL SYSTEM IN SCOTLAND

The enclosed paper invites suggestions and ideas from people and organisations with an interest in improving building standards and the administration of the building control system. Responses to this consultation paper will form the first part of a review process. Subsequently, a second consultation will be undertaken on proposals which have been developed from responses to this present exercise. The second paper will outline proposals on how to improve or if necessary completely reform the building control system through a new Act of the Scottish Parliament. The reasons for seeking suggestions and ideas for reform are set out in Section B of the consultation paper, with questions covering the major areas of concern.

To enable efficient consideration of your comments, it would be helpful if you would complete an electronic version of our questionnaire.

If you do not have access to the Internet, but do have email, please request an electronic questionnaire at bcreview@scotland.gov.uk This will be returned to you automatically by simply typing the words ‘Request Proforma’ in the subject heading box. Alternatively, email your comments to the same address.

If you are unable to respond electronically, please complete the enclosed return proforma and return it by 30 June 2000 to: Alan Murchison, Building Control Division, Scottish Executive, Victoria Quay, Edinburgh EH6 6QQ.

A comprehensive distribution list is available at the website mentioned above. Additional copies of the review document itself and/or the distribution list are available from Mr Jim Peddie on
