| a. Circulars | |
| Circulars contain advice and guidance on Government policy and on procedural matters. In particular, they provide explanations behind new legislation and administrative procedures. Relevant circulars are material considerations in taking decisions on planning applications and appeals. | |
| There are presently some 150 planning-related circulars in effect. If you would like a list of extant circulars, you should contact Planning Division, The Scottish Office Development Department, Mailpoint 13A, Second Floor, Victoria Quay, Leith, Edinburgh, EH6 6QQ, or telephone 0131-244 7888. | |
| b. NPPGs (National Planning Policy Guidelines) | |
NPPGs
provide statements of Government policy on land use and related matters. They provide
local authorities with essential guidance on development planning and, like circulars, are
material considerations in taking decisions on planning applications and appeals. The
following NPPGs are either already available or (If marked * ) are expected to be
published before the end of 1996.

| c. PANs (Planning Advice Notes) | |
PANs
are less formal documents than circulars and NPPGs. Their purpose is to identify
and disseminate advice and examples of good practice on particular aspects of planning.
The following PANs are presently available (those marked * should become available
during 1996). PANs 1-29 have been superseded or are out of print. In some cases,
photocopies may be available.

| d. Planning Bulletin | |
| Published twice yearly, the Bulletin provides up-to-date information on development plan progress, the issue of policy guidance and advice, research progress and on current topics relevant to the Department's interest in the planning system. | |
| e. Other Charter | |
