The Code of Practice

On July 1 1999 a non-statutory Code of Practice on Access to Scottish Executive Information was introduced by the Executive. The Code applied to requests for information received by the Executive and a range of other Scottish public authorities and remained in place until the Scottish FOI legislation came into force in January 2005.

The Code supported Ministers' policy of extending access to official information, and responding to reasonable requests for information. The Code set down the categories of information that will be released and those that are exempt from the commitment to provide information. The Code also contained provisions for handling complaints in instances where applicants are dissatisfied with the manner in which their request has been dealt with.
