Allocation of annual recurrent inspections

Introduction

Selection of RP inspections will be part of the SRDP risk analysis process which will be integrated with Single Farm Payment processes. 5% of businesses will be selected. They will be inspected for each of the following schemes that they have applied for: Single Farm Payment, LFASS, RP, LMO, LMCMS and legacy Agri-environment schemes.

RPID- GPS inspectors will undertake the measuring of all areas claimed. For SRDP inspections they may also be accompanied by RP case officers where the GPS inspectors do not have sufficient agri-environment experience or where forestry/designated site management is involved.

The main focus for GPS inspectors will be SFP inspections.

Process

1. RPID- HQ run risk analysis to create list of businesses to be inspected (late May).

2. RPID- HQ e-mail RPID Principle Agricultural Officers advising the list of inspections is available in the SIACS system (target date of 20 May).

3. RPID local staff to generate local list of businesses to be inspected from SIACS system.

4. RPID- RP Co-ordinator to generate a list of RP inspections detailing the options covered under each inspection and circulates to FCS/ SNH/ RPAC contacts, including options where SNH/ FCS will be involved.

5. RPID- RP Co-ordinator to lead on:

A) Allocation of inspectors to RP cases;

Basis of allocation to be determined locally based on balance of options and within the broad principle

  • FCS will inspect forestry related options
  • SNH those on, or associated with, designated sites
  • Where a FCS or SNH Case Officer was involved in the approval.
  • Inspections cannot be undertaken by Case Officers who assessed the same case.

B) Co-ordination of Inspections;

RP inspections

GPS inspectors will have a larger programme of inspections than just the RP ones and they will be under pressure to get through them. They will not have fixed dates for most of their inspections but, where RPID are not undertaking the whole inspection, they should agree a short window (say a 3 day slot) with FCS/ SNH inspectors so that visits can be co-ordinated. GPS inspector will lead on the liaison with the beneficiary and provide an introduction on the inspection process and advise on involvement of other inspectors, where applicable.

SNH/ FCS legacy

If there is any overlap between the SFP/ SRDP inspection list and planned FCS/ SNH legacy scheme inspections then discussion should take place over co-ordinating inspections with a view to minimising farm visits.

It is recommended that the RPID- RP coordinator convenes a meeting with FCS/ SNH representatives to consider/ agree the above issues. This would also allow any particular issues relevant to inspections to be flagged up by the organisations not carrying out the inspection e.g. overgrazing issues. However, it may be felt that mechanisms other than a meeting fit better with local RPAC arrangements.

6. RPID Co-ordinator to print off inspection report form, scan it and email to agreed contact in FCS/ SNH.

7. FCS/ SNH inspector to print off inspection report form for inspection.

8. Inspector to undertake inspection (co-ordinated with GPS inspector if possible) and complete the inspection report form on site. Details of any breaches found to be recorded in the comments field on the form while on site. The remaining breach fields on the form should be left blank - these will be completed by RPID- HQ.

9. At the end of the inspection the inspector should sign and date the inspection form. The beneficiary / representative of the business should be offered the opportunity to sign the form, if available.

10. For audit/appeal purposes the original inspection report form and any related checklists completed by inspectors must be returned to RPID co-ordinator, within a week of completion of the inspection FCS/ SNH may keep a copy for their own purposes if they wish. (The designated contact is responsible for ensuring inspections are returned to RPID).

11. RPID co-ordinator to arrange for GPS inspector to capture results in the GPS kit.
