Assessing applications from employees of RPID, SNH or FCS - assessment and scoring protocols
Where you receive an Application for RDC-Rural Priorities from an employee of one of the three organisations: RPID, Scottish Natural Heritage or Forestry Commission Scotland, the following protocols should be followed for assessing and scoring the Proposal.
General rules and procedure
It is permissible for the Case Officer responsible for assessing and scoring the Proposal to be an employee of the same organisation as the Applicant. However she/he should be based in a different administrative office but within the same RPAC region.
If it is not possible to find a Case Officer in a different administrative office within the same RPAC region to assess the Proposal then it should be forwarded for assessment to a Case Officer employed by the same organisation but located in a different RPAC region.
Under some circumstances it may be necessary to forward the Proposal to a Case Officer who is an employee of a different organisation. This is permissible if the appropriate competencies exist at Case Officer level within that organisation to assess and score the Application.
