Introduction
The Highlands and Islands Veterinary Services Scheme (HIVSS) was set up, originally in 1915, to ensure that animal health and welfare is safeguarded in remote areas amongst people who might otherwise be reluctant or unable to incur veterinary costs.
Following a fundamental review of the nature and application of this 80 year old Scheme, a revised Scheme has been agreed with the British Veterinary Association and came into effect on 1 April 1995.
Purpose of Scheme
The purpose of the Scheme is to ensure the availability of an adequate veterinary service at reasonable costs to crofters and persons of like economic status in designated areas of Scotland, namely the former Crofting Counties, for all animals kept for agricultural purposes and belonging to persons eligible to participate in the Scheme. The means to that end involve the setting of fees for visits and the reimbursement of vets' travel etc. costs associated with such visits.

Veterinary Services not covered by the Scheme
Professional services which do not involve an eligible visit are not covered by the Scheme; and charges for such services are a matter for agreement between the veterinary surgeon and his/her client.
