The White Paper says: There could be different levels of fiscal autonomy. The more extensive the tax-raising power, and the less significant the contribution of a block grant from the UK Government, the greater the degree of fiscal autonomy enjoyed by the Scottish Parliament and Scottish Government. Scottish National Party estimates indicate that matching the growth rates of other small European nations could mean an additional £19 billion in the economy by 2015, or £4,000 per person resident in Scotland.
