Development

Consultation formed an integral part of the overall development of the Strategy and a report on the consultation process is available.

There was not a legal requirement to undertake a Strategic Environmental Assessment of the Strategy but the SEA process was considered to be of value to the development of the NTS and was therefore applied to the NTS on a voluntary basis. The SEA Environmental Report was published for consultation and the SEA Post-Adoption Statement has now been published.

Research has also been undertaken into National Transport Strategy Best Practice in other countries.

As part of the development of the Strategy, an appraisal of policy options was carried out by Halcrow Ltd. In addition, the Centre for Transport Policy at Robert Gordon's University carried out a study into decoupling the link between economic growth, transport growth and carbon emissions.
