Households assessed as homeless

The percentage of applications to local authorities under the Homeless Persons legislation assessed as being unintentionally homeless and in priority need (and therefore entitled to permanent accommodation), has risen from 59 per cent in 1992/93 to 73 per cent in 2006/07. Over the same timescale the number of applications assessed as homeless and entitled to permanent accommodation (including potentially homeless) has risen by 78 per cent (from 17,700 to 31,200). The large increases since 2001 are in large part due to changes in legislation resulting in additional rights for homeless applicants. However, more recent data suggest that the number of applications may be levelling off.
