SEIAG/03/20 - REPORTS FROM POLICY GROUPS AND SHORT LIFE GROUPS - SCHOOL ESTATE WORKING GROUP ON CORE FACTS

The School Estates Working Group on Core Facts consisted of representatives from SEED, SE Buildings Division, and four representatives from local authorities, mainly at departmental head level.

It's remit was

  • to determine the detailed core facts to be included in all school estate management plans using the indicative list attached to the information note as a starting point. These core facts would facilitate local authorities to monitor and evaluate at a local level and also allow the Executive to draw a national picture of the school estate across Scotland.
  • to devise a clear, consistent definition for each core fact. The core facts would be designed so that they are easy to collect while ensuring they are informative, objective, comparable and consistent.

The group met for a 2-day workshop and then corresponded by e-mail.

Core facts covering

  • Condition
  • Sufficiency
  • Suitability
  • Life-cycle maintenance
  • Design

were discussed at the meeting, and specific data items and definitions which best covered these five areas were developed.

Following this the core facts documentation was published in September. http://www.scotland.gov.uk/library5/education/bofs-00.asp which included a draft copy of the collection form. A pilot was then conducted within the authorities who had contributed to the group. This led to further amendments to the collection form and guidance notes, which were eventually sent out to authorities in

November.
