Public Libraries

Public library services in Scotland are entirely the responsibility of local authorities which have a statutory duty to secure the provision of adequate library facilities for all persons resident in their area.

Currently there are some 545 public libraries in Scotland and a further 94 mobile libraries, which serve rural areas (Source: SLAINTE, 2008).

Audit Scotland results for 2006/07 show:

  • The number of borrowers from public libraries in 2006/07 dropped to 1.1 million people from 1.2 million in 2005/06.
  • Across Scotland, the percentage of the resident population borrowing from public libraries was 21.6%, a decrease from the previous year (23.1%).

The introduction of learning centres and learning access points has been phased in across Scotland. Audit Scotland figures for 2006/07 is:

  • Across Scotland the number of users of learning centres and access points in 2006/07 was just over 500,000 , a large increase (34%) since 2004/05.
  • Each of them used the service an average of 9 times, a total of 4.3 million occasions.
