Houses in Multiple Occupation

  • The HMO return was introduced in order to monitor the mandatory licensing scheme for houses in multiple occupation that came into force on 1 October 2001. Included in this return are: applications received, applications refused, applications granted, licences revoked or suspended and licences in force.
  • The number of licences in force has increased year on year since the introduction of the mandatory licensing scheme in 2001. The most recent figures for 2008 show about 10,200 licences in force at 31 March, 28% more than the previous year.
  • 29% of these were new applications, and the remainder were applications for licence renewals. There were 7,200 applications received in 2007-08, again 28% more than the year before.
