Houses in Multiple Occupation

  • The HMO return was introduced in order to monitor the mandatory licensing scheme for houses in multiple occupation that came into force on 1 October 2001. Included in this return are: applications received, applications refused, applications granted, licences revoked or suspended and licences in force.
  • The number of licences in force has increased year on year since the introduction of the mandatory licensing scheme in 2001. The most recent figures for 2008-9 show about 11,400 licences in force at 31 March, 12% more than the previous year.
  • 24% of these were new applications, and the remainder were applications for licence renewals.
