This web site is designed to help local
authority providers of homelessness data using the
electronic data capture system.

HL1 (quarterly): Operation of the Homeless Persons
legislation application case return
This is an individual case return used to
collect detailed information for each household applying to
Scottish local authorities under the Homeless Persons
legislation. Information is collected on household
characteristics, local authority assessment, and final
outcome.
From December 2001, this return became fully
electronic and is currently submitted using electronic data
capture.

HL2 (quarterly): Operation of the Homeless Persons
legislation summary return
This form is also used to monitor the
implementation of the homelessness legislation. It provides
information on the numbers of households in temporary
accommodation.
Please note that this form has been revised in
order to monitor the implementation of the Homeless Persons
(Unsuitable Accommodation) (Scotland) Order 2004, and the
first revised return is due for the end of June
2005.
