The majority (over £39 million) of the CSO budget is spent on supporting research in the NHS. The system for allocating these funds is activity based and has 2 components, NHS Support for Science and NHS Priorities and Needs.
NHS Support for Science
This budget is intended to meet the costs to the NHS of supporting non-commercial research externally funded by funders who meet set criteria. Funding is allocated to meet the costs of both project related and general R&D activities (essentially paying for the time of those doing the research), governance and management of this research, and the additional clinical costs incurred by involvement in a research project.

NHS Priorities and Needs
This funding stream also provides money for investigator led funding through the Committees. The NHS component funds structured Programmes of research in either priority areas or an area of NHS need. They contain externally funded work not eligible for Support for Science and also unfunded research within the Organisations.
