Protection of Vulnerable Groups (Scotland) Act 2007
The PVG scheme is currently being implemented through 14 projects, led by the Scottish Government and delivered in partnership with a range of agencies and organisations. Two projects, five and 15, have been closed because the work is complete or has been integrated into other projects. Project 17 has been amalgamated with project two.

1. Secondary legislation
To enable successful implementation of the PVG Act though the passage of the secondary legislation required to operate the PVG scheme.
2. Cross Border Integration and Coordination of Secondary Legislation with Whitehall
To ensure that the secondary legislation required for the PVG Act and the Safeguarding Vulnerable Groups Act 2007 enable both schemes to dovetail, with decisions being taken in one UK administration, being accepted by the other. To establish the practical and technical provisions necessary to exchange safely information between the PVG scheme and the scheme being implemented through the Safeguarding Vulnerable Groups Act 2007.
3. Process design and system development
To design the detailed business architecture and manual systems of the new scheme, including processes, staffing and IT requirements.
4. Determination process design and procedures
To design the process by which decisions will be reached about those who are unsuitable for regulated work. To make regulations about the details of the determinations procedure.
6. Establish information flows with the police
To establish connections to police information systems to enable scheme member records to be updated with new police information. To provide the police with access to information on scheme members.
7. Establish information flows with the courts
To establish processes that allow courts to make referrals to the scheme and appeals processes to operate. To enable the agency to seek additional, relevant information from court records to inform listing decisions.
8. Establish information flows with regulatory bodies
To establish the mechanisms to enable regulatory bodies to provide information on their members who may be unsuitable for regulated work and for the PVG scheme to provide information to regulatory bodies.
9. Establish information flows with local authorities
To establish the mechanisms for local authorities to provide information on people who may be unsuitable for regulated work.
10. Staff recruitment and training to deliver the new scheme.
To recruit and train staff to deliver the new scheme as well as maintain existing services.
11. Establish the new executive agency.
To establish a new executive agency, incorporating Disclosure Scotland, to deliver the PVG scheme and existing disclosure functions.
12. External Guidance and Training
To ensure that users of the PVG scheme are adequately prepared to operate it effectively.
13. Transition planning
To ensure that people on the DWCL list are transferred securely to the new children's list.
14. Stakeholder engagement, consultation and communication
To raise awareness and develop understanding of the scheme so that stakeholders are informed of progress, able to influence its development and ultimately, use it with ease and confidence.
16. Central Registered Body for Scotland (CRBS)
Develop the role and functions that CRBS will undertake to support the voluntary sector under the new provisions.
